LCTA Negotiation Teams Joint Communiqué

 

March 23, 2007

The parties met on March 5th from 9 a.m. – 3:00 p.m. Tentative agreement was reached on the 2007-08 calendar, Extra Duty/Extra Pay job descriptions and contract language and Evaluations contract language and appendixes. Discussion on Salary was continued and will be the major agenda item at the March 26 th session.

February 12 , 2007

The parties met at 9:00 a.m. on Monday, February 12, 2007. During the initial agenda discussions, participants checked in and issues surfaced regarding rumor control. Discussions were held on the 2007- 2008 and 2008 – 2009 calendars. Revisions to the Evaluation Articles and Appendices, clarification questions on the Extra Duty Extra Pay Job Descriptions, and an additional discussion on salary were conducted. The parties will next meet on Monday, March 5 th at 9:00 a.m.

January 22, 2007

The parties met on January 22nd from 9 a.m. – 3:00 p.m. The 2007-08 calendar draft was finalized. Discussion continued on extra duty/extra pay and a final draft of job descriptions will be prepared for the next session. The evaluation article was reviewed and updated to comply with current Ed Code language. Extensive discussions on salary and benefits, interests and options were held and will be further explored at the next session on February 12, 2007.

December 11, 2006

The parties met on December 11 th from 9 a.m. – 3:00 p.m. The Extra Duty/Extra Pay sub-committee reported changes made to the job descriptions and asked the team clarifying questions. Revisions will be made in the coming weeks. A presentation regarding supplemental retirement plans was made by Keenan and Associates. The district presented a review of the First Interim Budget. Then discussion continued regarding options for salary. The district distributed a proposed 07-08 calendar to be discussed at the next meeting. The parties next session is scheduled for January 22 nd.

December 11, 2006

The parties met on December 11 th from 9 a.m. – 3:00 p.m. The Extra Duty/Extra Pay sub-committee reported changes made to the job descriptions and asked the team clarifying questions. November 13 , 2006

The parties met on November 13th from 9:00 – 3:00. Two existing extra duty/extra pay positions were discussed and job descriptions were agreed upon. The extra duty/extra pay sub committee will meet to standardize job description language on December 6 th. District reported out on requested budget information. LCTA presented comparison data on salary and benefits. A majority of the day was spent on developing options on salary and benefits. The options were aligned and referenced to standards and interests. The number of options was refined and will be discussed further at the next meeting on December 11 th.

November 2 , 2006

The parties met on November 2nd from 10:00 – 3:00 p.m. The unresolved items on extra duty/extra pay were discussed and still require some additional research. Future dates for negotiations were determined. District responded to LCTA budget questions from previous session. LCTA brought comparable data information which will be reviewed at the next negotiations session. The parties next session is scheduled for November 13 th from 9:00 - 3:00 p.m. at the high school.

October 2 , 2006

The parties met on October 2nd from 9:00 a.m. – 3:00 p.m. The contract language from the sub-committee on Extra Duty/Extra Pay was reviewed and discussed. Key features of the contract language were sent back to sub-committee for refinement. The parties anticipate furthering the Extra Duty/Extra Pay negotiation item when it next meets on October 26, 2006. The primary topic for negotiation at the October 26, 2006 session will be salaries. The parties next session is scheduled for October 26, 2006.

September 25, 2006

The La Canada Teachers Association and the District negotiating teams met on September 25 th. The topic of salary continued to be discussed with both sides sharing background information and the party’s interests were identified. The parties decided on a list of information needed related to salary for future discussion on October 26th. The Extra Duty/Extra Pay sub committee will meet on September 26 th and report out to both parties on October 2nd. The parties began discussing the topic of evaluation language, Article 16 and related appendices. The parties next session is scheduled for October 2nd.

September 18, 2006

The La Canada Teachers Association and the District’s negotiating team met on September 18th and continued to use the Interest Based Bargaining process. The Extra Duty/Extra Pay sub committee presented its recommendations. The negotiating teams further discussed the recommendations and referred them back to the sub committee for clarification. The topic of salary began with an introduction by the District. The next negotiations is scheduled for September 25th, where salary will continue to be discussed.

June 26 , 2006

The negotiations team met on June 26, 2006 from 8:00 a.m. - 1:00 p.m. Additional information and components of the Extra Duty/Extra Pay issue were discussed. The discussions resulted in the creation of a sub-committee to work on contract language. The sub-committee will meet on August 25, 2006. Full negotiations will resume following summer break on September 18, 2006.

June 9 , 2006

On June 9 th the negotiating teams met from 10:45 a.m. to 3:00 p.m. Additional negotiation dates extending through December were identified and agreed to by the parties. An extensive discussion regarding Extra Duty Extra Pay ensued and progress was made. Pending clarifying discussion on June 26 th the parties will assign a sub-committee to draft contract language on Extra Duty Extra Pay. The next negotiation date will be held on June 26 th from 8:00 a.m. to 1:00 p.m.

May 25, 2006

LCTA and LCUSD negotiating teams met for the first negotiations meeting on May 22, 2006. In the spirit of interest based bargaining the parties cooperatively established ground rules. Ground rules govern the parties’ behavior both at the table and away from the table with regards to bargaining. The teams also developed mutually agreed upon standards which will provide an objective criteria upon which bargaining options are evaluated. The calendar agenda for the next two sessions have been set for June 6 th and June 9 th. The parties are very optimistic regarding the implementation of the interests based bargaining model.
